How do I send my supps out now that they're ready?
Once you've completed the work you need to do with your supps, you select at least one of them in the supp search results, and choose the Action | Mark as ready to send… menu item. This will result in the system trying to change the status of all supps in the workflow to ready to send. If it succeeds, you can then go to Data transfer | Export data | New Export | Supplementaries menu item. The export box will show a list of districts from which you can select the districts for which you want to export the supps.
Obviously, things can go wrong. MVOW does a bunch of validation checks before allowing you to mark a supp as ready to send, and here is the list.
- The component code must be set.
- The zone code must be set.
- 001: land value must be greater than or equal to 1.
- 002: if present, the onsite allowance must be greater than 0 and less than the land value.
- 003: if present, the offsite allowance must be greater than 0 and less than the land value.
- 005: if present, the subdivider allowance must be greater than 0 and less than the land value.
- 007: if present, the stratum allowance must be greater than 0 and less than the land value and is not permitted in conjunction with MUAF, MDAF, onsite, offsite, subdivider allowances, or unutilised or attributable part concessions.
- 008: if present, the MDAF allowance must be greater than 0 and less than 100, and is not permitted in conjunction with stratum, MUAF, onsite, offsite, subdivider allowances, or unutilised or attributable part concessions.
- 009: if present, the heritage land value must be greater than 0 and less than the land value, and must not have a valuation basis of 14G.
- 011: if present, the unutilised value concession must be greater than or equal to 0 and less than the land value; and if present, the attributable part concession must be greater than or equal to 0 and less than the land value.
- 016: the DVM must be on or after the base date or on or before the current date.
- 021: the land value + heritage value must be greater than sum of stratum, onsite, offsite and subdivider allowances.
- 030: if present, the MUAF allowance must be greater than 0 and less than 100, and is not permitted in conjunction with stratum, MDAF, onsite, offsite, subdivider allowances, or unutilised or attributable part concessions.
- 119: there must be a land value.
- 121: there must be a base date.
- 122: there must be an authority code.
- 123: there must be a valuation basis.
- 124: there must be a valuation date (DVM).
- 130: there must be a verification date.
- 131: the verification date cannot be earlier than the DVM.
- 132: there must be a verification type.
- 133: the verification date cannot be later than today.
- 251: you must provide a risk rating, a risk code and a risk rating date.
- 253: the risk rating date cannot be later than today.
- 254: the risk rating date cannot be earlier than 1st of Nov of the year prior to the
- base date year; if the risk rating and code is the same as the previous year's, the risk rating date cannot be before the previous year's risk rating date; if the risk rating or code is different to the previous year's, the risk rating date cannot be before or equal to the previous year's risk rating date.
If the supp has an authority code of 27B, there are the following requirements:
- The sum of the LTVs of the new properties must be greater than or equal to the sum of the LTVs of the cancelled properties.
- The sum of the LGVs of the new properties must be greater than or equal to the sum of the LGVs of the cancelled properties.
- The sum of the LTVs of the new properties must be less than 9 times the sum of the LTVs of the cancelled properties.
- The sum of the LGVs of the new properties must be less than 9 times the sum of the LGVs of the cancelled properties.
- The LTV of one of the new properties must be less than the sum of the LTVs of the cancelled properties.
- The LGV of one of the new properties must be less than the sum of the LGVs of the cancelled properties.
- The sum of the future LVs of the new properties must be between half and twice the sum of the LVs of the cancelled properties.
If the supp has an authority code of any of 27, 14A, 14A(1), 14A(2) or 14A(6) and there are more new properties than cancelled properties:
- The sum of the LTVs of the new properties must be greater than or equal to the sum of the LTVs of the cancelled properties.
- The sum of the LGVs of the new properties must be greater than or equal to the sum of the LGVs of the cancelled properties.
If the supp has an authority code of any of 27, 14A, 14A(1), 14A(2) or 14A(6) and there are fewer or the same number of new properties than cancelled properties:
- The sum of the LTVs of the new properties must be less than or equal to the sum of the LTVs of the cancelled properties.
- The sum of the LGVs of the new properties must be less than or equal to the sum of the LGVs of the cancelled properties.
There are cases where what you've entered is valid, despite the validation. So at this point, you need to know that if you enter a valuer comment, all the validation checks are bypassed, and the system marks the supp as ready to send.
