Odds are, you have entered a valuer comment, causing all integrity checking to be suspended.

The presence of a valuer comment prevents the supp from being pushed through VNSW's automatic process, and forces someone there to look at it and deal with it manually. You use the valuer comment to let VNSW know that there is something dodgy about the supp, maybe providing some information in a bit of a different manner, so the system won't prevent you from doing this.
